Danny Hagen serves as the Skagit County Assessor, President of the Washington State Association of County Assessors (WSACA), and 2nd Vice President of the Washington Association of County Officials (WACO). His work is focused on collaboration, transparency, and practical innovation in mass appraisal and property tax administration. A founding member of the PACS User Conference committee, and a past chair and master of ceremonies, Danny has played a central role in shaping the conference into a practitioner-driven forum focused on real-world PACS workflows, shared problem-solving, and continuous improvement across Assessor's Offices.
Danny is a frequent presenter at state and national conferences, with a strong emphasis on vertical equity in assessment. His work in Skagit County has centered on improving equity across property types through data-driven analysis, clear communication, and disciplined application of mass appraisal standards. At the PACS User Conference, he focuses on practical approaches to evaluating and improving vertical equity, helping offices strengthen fairness, compliance, and public trust while working within real operational constraints.
