An Approach to Mass Appraisal in Power BI

As county Assessor's Offices, we annually value properties using a mass appraisal approach that relies on robust property data and statistical analysis. At San Juan County, we extract property data in PACS for use in Power BI-based tools which we developed to calculate and visualize statistics. In this presentation, I will describe the data model and architecture we developed for the 2025 mass appraisal process and are refining for use in 2026. We are using SQL Server functions and views to wrangle and format property data. I will present features in the Power BI platform that we are using to support data review and conduct statistical analysis. The displays visualize statistical output and track index values that we enter back into PACS. I will demonstrate the calculation of statistics in as-if scenarios with mass adjustments. The demonstration will include examples that are paced for attendees to follow along on their own laptops if they choose.
